The gap between 12 and 24 cores leans strongly in favor of Xeons. If your workload relies on memory, the Threadripper with its DDR4 support will perform better. What are your main tasks? Which software will you run? You also have the chance to upgrade to the 2990WX, but cost will play a big role.

Do you have these as your sole choices? Which workloads are you expecting this for? The Xeons excel with highly threaded applications, while the Threadripper shines in less demanding scenarios. There are still superior alternatives available for each use case. Socket 2011-3 supported DDR4 at 2133 and also offered registered memory support, which might be more convenient for larger capacities if needed.
