I've been searching for it over these months. Whenever I join a Discord call, one of the CPU threads (usually number 0) seems to shut down, though it usually stays around 1-2% usage. I don't know how Discord is connected to this, but it probably has something to do with it.

Two options exist:
1: Your processor may be faulty.
2: You might have set too few cores compared to what's present.

uWebb has previously discussed affinity, and there are tools available that can interfere with it. There aren't CPU cores designed to handle exactly what you're experiencing—those cores will stay free from heavy tasks but won't run main applications. When this occurs, open Task Manager, ensure all apps are visible, and take screenshots. It seems an app is causing these issues.
