Hello everyone!
I ran a test to demonstrate that my CPU isn't utilizing one of its threads. Also, it's not overheating. I wasn't able to make it more obvious, but even in MSI Afterburner, it indicates that one of the threads isn't being used. I assumed it was just a Task Manager issue, but it's impacting the Cinebench scores.
My specs are: CPU I5-11400F, Mobo TUF Gaming B560M-Plus WIFI, RAM Corsair 32GB KIT DDR4 3600MHz.

Do you have any tools meant to improve game performance? Certain applications can change which CPU cores and threads are utilized. The initial thread might be set aside for an unclear purpose. Process Lasso is another utility that can allocate work to specific cores.

Would you share a screenshot of ThrottleStop 9.6 while the CPU is active and loading Cinebench?

ThrottleStop employs a distinct approach from typical monitoring tools when displaying CPU usage. You can double-click its monitoring table to view all 12 threads. I’m interested in observing the results.

While Cinebench is running, navigate to the Task Manager Details section, right-click on Cinebench.exe and verify its affinity settings. Ensure it’s permitted by Windows to execute across all processors.
Also, confirm you’re running the most recent BIOS version compatible with your motherboard.

I'm not relying on any tools meant for that.
In Processor affinity, everything was selected by default.
I'll verify if the BIOS has been updated to the latest version shortly.
Edit: Latest BIOS update is installed

I have never encountered this problem before. It seems strange that only half of the first core is being utilized, yet the initial thread remains active. Can you recall when this began? It appears to be a CPU issue where tasks aren't being allocated evenly between the two threads of the first core. You might want to run the ThrottleStop TS Bench test with 12 Threads enabled. Consider turning on Speed Shift Technology in the BIOS—this feature should display SST in green on the main ThrottleStop screen, helping the CPU regulate its speed independently of Windows. I’m not sure if this will resolve the problem, but it’s the only option I can think of.

Yeah, I've identified the problem. I had SpeedStep active in the BIOS and it caused an issue with the CPU. After turning it off, everything functioned correctly as expected.

Yeah, the issue came up again. Regardless of the BIOS configurations, the problem remains.
It could be related to Windows somehow.
