The number of free games given out on January 1st would be ridiculous. I could create over 20 accounts, wait for them to reach 2-3 years old, and then enjoy a huge amount of free games.

It would surely be true that Valve would miss out on income by offering games for free. However, it might also involve low-cost titles priced below five dollars.

It would work well if it required an active account, needing use at least a few times each month starting from the program's launch. The account should have a solid collection of bought games worth over $20 to $30, helping prevent unfair modifications.
