slow downloads mean updating all motherboard drivers. a gpu bottleneck might exist because the 9700x can handle more than it seems, even with a 4090. consider upgrading to a budget gpu like the rx 9070xt or an affordable rx 7800xt. this would boost performance by 50-80% compared to your current setup.
