Since I set up my PC in 2021, it has consistently struggled with gaming performance. I began with budget components and gradually upgraded to the current setup, but still face significant lag and stuttering in games. I've tried a wide range of solutions—reinstalling Windows, upgrading software, resetting the system, changing drivers, updating BIOS, improving PC parts, and more—without any improvement.

I’m really struggling because I feel confused about what to do next and don’t fully understand the problem. My temperatures are normal and within expected ranges. Recently, I replaced all components except my RAM, but the issues persist. My friend has a nearly identical system with an RTX 3060 and a 13700k, which runs much smoother than mine in every aspect. Could you assist?

PSU: Thermaltake Smart 600W 80+ White
This is the only request I’d have made to replace it and invest in a dependable model.
I’ve tried all possible solutions—reinstalling windows, upgrading, resetting PC settings, updating drivers, modifying BIOS, and enhancing components—but nothing worked.
Where did you obtain the installer for the operating system? Speaking of OS, what operating system are you using? Which BIOS version is installed on your motherboard? Regarding drivers, did the OS automatically download and install compatible drivers or did you manually add them through an elevated command?

Disk drive(s): make, model, capacity, how full?
What games and apps are experiencing stuttering? Source?
That said, you can use Task Manager, Resource Monitor, and Process Explorer (Microsoft, free) to gain more insight into your system's activity at any moment.
Just use only one tool at a time and take the time to carefully observe what is happening or changes when performance seems to drop.
No immediate actions required.
The goal is simply to identify the cause of the underperformance and stuttering.
Keep notes.
Take screenshots when necessary and share them here via imgur (www.imgur.com).

Download and set up this application.
Restart the system.
Allow a short wait.
Execute ubm while the browser is not open.
Share a link to the results page.

I used the windows media creation tool from my laptop to install Windows 10, and then upgraded to Windows 11 recently. My BIOS is set to F17d, and I downloaded all the drivers myself.

Here is an example of the lag, it can sometimes be much worse than this even at the low settings I have.

I recently purchased this item and am aware it might not be ideal, but could it truly be contributing to the severe lag I experience? Is it possible that insufficient power is reaching my components?

The PC is performing quite well.
Which PSU your friend uses? That's uncertain.
Your offer might not be entirely reliable.

Is it right when you begin a game or after a short while?
