It isn't an Intel 4770 with toothpaste between the IHS. You wouldn't lower temperatures without liquid metal, probably just a few degrees, and it doesn’t seem worth it. Adding another fan to the cooler or tweaking case airflow would have a bigger impact on temps. But if you're into the challenge, then why not?
It's already handling the push-pull setup, but facing the top is fine. My system is an NZXT H510. If you're wondering why I'm facing the top, well, my PC is close to the wall, and exhausting it from the back isn't recommended. Still, my CPU is around 2.5 years old. Running at 4.4 with current temperatures should keep it running for another 2 to 3 years before it starts struggling.
4.4ghz is quite a slow clock speed, it won't make much difference in five or ten years. I’d appreciate the concern if you were operating at 5.2ghz at high speeds, but with your current settings and temperatures, everything should be fine. CPUs usually don’t fail outright; they tend to degrade over time. For example, if you kept running at 5.2ghz for six years, performance would eventually drop, so you’d have to lower it to something like 5.1ghz and so on.
My old 5960X usually operates at 3GHz with a 3.5 single-core boost, but now it’s running all cores at 4.4 and reaching 100°C during heavy use. This has happened for six years now.
