Hi there! It's been quite some time since we last chatted. You're facing issues setting up your friend's new PC, especially with the GPU. Despite testing two GPUs—3060 and 4060—which function well elsewhere, they won't boot this machine. Your old Radeon HD from 2012 still works fine. So far, you've tried various power cables, PCIe slots, BIOS updates, USB firmware, older GPUs without power connectors, and even changed boot modes. The CPU is a Ryzen 7 5800x. Check the BIOS for a PCIe speed toggle and adjust it below Gen 4 performance.

The RMA motherboard could be replaced with a 5700X 3D version instead of the 5800X.

No signs of functionality, no BIOS logo appears. The screen stayed on bright white until VGA detection was turned off. Could the motherboard be the problem? Since I installed an older GPU, I assumed it was a BIOS issue. Appreciate the guidance!

Check for additional components that could help. If forcing PCIe speeds to 3 didn’t help, it might be the motherboard itself, even though older GPUs still function.
