I recently assembled a PC using the same model - i5 12400 on a b760m-p motherboard. I struggled to identify the cause of the CPU debug light appearing despite full BIOS support. I experimented with several approaches: 1) Booting with just one RAM stick, 2) Checking debug light when no storage is connected, 3) Disconnecting and reconnecting power cables, 4) Testing various PSU power ports for the CPU cable. None resolved the problem. The positive outcome was re-seating the CPU. RAM should function, though "Intel/AMD optimized" settings are often just marketing terms and shouldn't matter much. I've also heard AMD CPUs can be more sensitive to RAM types, but it seems unrelated here.
