Add -t to the command. It should run during a failure. You rarely encounter a random failure with just 5 test packets. Now if you believe your network was truly down at that time, it suggests the problem isn't just a network issue.

Not certain about Xbox, but it should remain turned off on a PC... I’ll assume you selected the option to disable IPv6 in the adapter settings.
Another choice is to turn off IPv6 support at the router. The process differs quite a bit depending on the model. This approach is usually more suitable when you have numerous devices. For instance, disabling IPv6 on a mobile device often requires navigating through several menus.

Or at least that’s what I was informed 25 years ago while working in networking. The primary reason it exists is the limited availability of IPv4 addresses. Given that an average household typically has 10-15 devices, requiring each one a public IPv4 address would be impractical. The world has evolved, and direct device-to-device communication is no longer necessary. Many companies have also ceased operating their own data centers, further reducing demand. Today, with advanced cloud data centers and the widespread use of NAT for home networks, there’s significantly less scarcity.
This situation wouldn’t matter much if the ISP had actually expanded IPv6 infrastructure. I suspect they recognized the slow progress of IPv4 and chose not to invest heavily in it. For some reasons, IPv6 has often been less efficient compared to IPv4, and its implementation in cloud data centers introduces additional complications.
But you’re right—IPv6 is the direction ahead, and “6” clearly stands for something better.
