Choose a 4790k and a Krait or similar, then aim for a 980 Ti. Skylake doesn’t seem worthwhile.

Choose an i5 4690k with a budget motherboard and upgrade to a GPU. Your monitor is set to 144Hz, so check the required FPS. RAM should be 8GB instead of 16GB, and adding an SSD would be beneficial. Expect around 75 FPS in Witcher 3 on ultra settings without Hair Works.

Consider getting a Skylake instead of a 4790K, and swap the 980 for a 980 Ti — it’s almost as strong as a Titan X.

Using the 980 you should achieve around 50 frames per second with maximum settings (all features enabled), possibly reaching 1080p at 3fps or more. The 980ti offers approximately 80 fps when using maximum settings as well, potentially even better.
