It seems the issue isn't unique to your setup. Most of the problems were linked to older Ryzen models, not newer ones like Zen+ or Zen 2.

It will work well with the MSI RTX 2080 Ti Gaming X Trio. Based on the benchmarks, the FPS gap between the 3600 and 3900X isn't very large.

In gaming mode it won't make a huge impact for most titles. Particularly at higher resolutions like 1440p or 4K, it eases the load on the CPU, reducing its importance. If you intend to stream or handle other activities, or simply need a better match between your CPU and GPU, I suggest the 3700X. It's still more affordable than the 3900X but offers more cores compared to the 6c/12t version. Additional cores can help with demanding games or side projects like editing.
