I recently installed a new CPU and GPU for my old PC, but it won’t boot. My current setup includes a Ryzen 5 3600, ASRock B450M HDV Sapphire RX 5700 XT, Zalman 500W Gold, 16GB DDR4 RAM, 250GB SSD, and a 1TB HDD. I’ve tried everything—clearing CMOS, checking BIOS compatibility, resetting the system, and even removing all pins except power. It only powers on once in about 20 attempts. I’ve managed to run for hours after opening it. Is this processor faulty from the start? Please advise.

It depends on the condition of the CPU and how well it's integrated.

You likely need to refresh the BIOS. A 3000 series compatible doesn't necessarily indicate a new BIOS release; it simply confirms support for the third-generation Ryzen processor.

I’ve made the latest updates to the bios, but there’s still no post published.

If you install the new CPU and it boots through the BIOS, the processor isn't dead. You should update your BIOS as well when replacing the CPU.
