Linux is the way to go. A Windows license is available cheaply on sites like Kinguin and cdkeys. I use Dlcompare to track down the lowest prices—Pro version is $12.59 and Home is $5.67. https://www.dlcompare.com/search?q=windows+10 If you can't afford that, I'm doubting your decisions.

I'm 16 and still without a job, which means I'm okay with making decisions right now. I'm wrapping up high school and planning to finish high school, so I don't have money for a Windows key.

It's not against the law to leave windows open for personal use. For business purposes, it could be different, but it seems more related to agreements than regulations.
