Based on the latency, it seems to be most likely a Hynix issue. It's a reasonable estimate.

Loose clock speeds for a 3000 kit seemed fine. The same setup worked for her Corsair Vengeance Pros, allowing boosts to 3200MHz with timing adjustments of 16-18-18.

It's not ideal, but it works. For Zen 2 most users usually choose a 3600MHz CL16 chip, or opt for a B-die or other memory chips if you want to manually boost the speed. At least you have 2x8GB, which gives you full bandwidth—just make sure to install the modules in slots 2 and 4. Plus, the red LEDs add about a 200% performance boost!

Of course, keeping things serious but practical. You can always fine-tune the settings more if you put in a bit of work and time. The IMQ on Zen 2 looks solid and should manage a light speed boost, especially with a higher supply voltage.
