The main concern is how others will react if you don't mention the specific mod you're installing. I'm going to follow your advice and skip figuring it out right now, because it's clearly a waste of time and effort.

The file is located precisely where the mod manager expects it, and I can even run the game (at least until it crashes), which supports this explanation.

If you noticed, I’m still stuck before reaching the point where I can add mods. The mod organizer 2 program won’t even open, which you’d have understood if you gave it a bit of effort.

It's Mod Organizer 2 that was used for modded FNV back then. Nexus' Vortex wasn't the default choice at that time.
