I gave a version of Ark:SE to a friend. Our areas match. However, each time he accepts the gift, it shows a message saying it can't be added to your library because it's restricted for your country. Yes, we live in a region where the game can still be claimed.
I mention I'm from the same area but not the same nation. Were you informed before purchasing a gift if the game was limited to certain regions or countries? If yes, then the alert should have shown which countries are eligible for gifts.
