I gave a version of Ark:SE to a friend. Our areas match. However, each time he accepts the gift, it shows a message saying it can't be added to your library because it's restricted for your country. Yes, we live in a region where the game can still be claimed.

I mention I'm from the same area but not the same nation. Were you informed before purchasing a gift if the game was limited to certain regions or countries? If yes, then the alert should have shown which countries are eligible for gifts. As noted in Steam support, https://support.steampowered.com/kb_arti...2141#gifts Steam uses your ISP location to determine your location.
