next i would test the CPU on a different motherboard. then also check it with your RAM on the same board.

I plan to test it again tomorrow and share the results. The RAM is designed for Intel systems, which made me worry about a poor choice. But since it functioned with the other person's Ryzen 5 1400, it seems the issue might be with the CPU itself.
