Verify C states are active in the idle window—non-K CPUs require them for full performance. Execute a single-threaded TS Bench test and share the result. Hello, thank you for your message. I reviewed the Set Multiplier box and set it to 39, which is the maximum. I clicked the Turn On button. SpeedStep is also enabled in both Throttlestop and BIOS. It seems C States isn't working—I looked through my BIOS for any related options but didn't find anything. When idle, C States appears the same as when running any programs or tests. It looks like it might not be functioning properly. I checked my BIOS for a C States option, but couldn't locate it. I'll reboot and upload my BIOS screen photos after posting this.
Your issues stem from BIOS configurations. Are you using the most recent BIOS for your machine? Navigate to the Advanced section, specifically the page two above this guide. The setting labeled Advanced - CPU PPM Configuration is crucial; the 3770 requires C states enabled for peak performance. At least enable CPU C3 Report and C6 Report. Another concern is your motherboard’s zeroing of turbo power limits, which disables Intel Turbo Boost. The 3770 supports a 77W TDP. By default, it sets Long Duration Power Limit to 77 and Short to 25% higher (96), so adjust the Short limit if needed. Consider enabling ACPI T State. Review additional settings that seem incorrect, but begin by resolving these points. Execute TS Bench with a single-thread load, capturing a screenshot during execution to observe CPU multipliers. Also share an updated image of the C states window while the CPU is idle. Each BIOS change requires deleting the ThrottleStop.INI file before applying ThrottleStop to ensure it uses BIOS defaults. Display the TRL and TPL windows as well.
So I changed my bios settings. Consider using CPU-Z. Open the About section and click the Save Report (.TXT) option. Upload the generated file to your upcoming post or paste the information here. I hope you find a hidden hint there. Most basic settings appear accurate now. If you own a Z-series board, it should allow turbo boost and a +400 MHz overclock. The TRL window verifies that your 3770 model supports this but your motherboard doesn’t. Let me know if you need a Z-series unit. I believe I have an extra one available. I don’t prefer budget boards with the H61 chipset, as they rarely receive BIOS updates.
