I attempted it once more. After the system detected a new CPU, it worked on the first boot, but then kept locking the 3 and 6 slots every time during the next startup.

I resolved it now. It wasn't a BIOS issue—it was a Windows problem that wasn't functioning properly. I also noticed two cores weren't showing up correctly. After a restart, Windows crashed completely and couldn't perform an auto-repair, so I had to install a fresh Windows version. Now everything is working smoothly. All my cores are detected, the CPU isn't locked at 3 or 6, and BIOS settings are being saved as expected. Thanks for your help!
