While running in Windows I notice stable performance with a clock speed around 5.1Ghz and temperatures near 47°C. The part list shows an older GPU (1060) and mentions the 4080/5080 models. When I run Cinebench, the speed drops to about 4.8Ghz and temps rise to 73-77°C. It seems the clock slows under load rather than increasing. Thermal throttling is a possibility, but the thermal limits don’t match the temperatures observed. Could be a mismatch between the part specs and real-world behavior? Anyone know why the core runs slower when fully loaded?

The CCD with 3D V-Cache performs worse than the other model without it, though I'm unsure if this is the main issue. Have you turned on PBO? You might want to adjust the power limits manually. Its TDP is just 120 Watts.

pbo is turned on and I'm just starting out with my PC build. I've used prebuilt systems before, so I want to avoid damaging things by not raising power limits too much. From what I recall, pbo can boost the power limit up to around 100 watts.

The main clocks decrease more when the system runs under heavier loads, which is unusual for older Intel models but expected. You should adjust the PBO parameters to keep the clock at 5 GHz or above on Cinebench. This issue seems mainly linked to power constraints even if temperatures remain stable.
