Fortunate you, managing boot settings helps. Your 1600x at 4 GHz and 3200 MHz achieves 1352 in Cinebench. Safety of running Ryzen at 1.4 volts depends on stability—current setup is fine but a jump to 4.1 could cause crashes.

As usual, they told you the same thing. You probably got a golden chip. Used to have a 7 1700. Only managed 3.9ghz on 1.48v. After I sent it back because of the segfault issue AMD gave me another one. This time I was lucky—it runs 4.1ghz across all cores at 1.385v. These chips are quite unstable.
