It could improve speed or reduce energy use by fixing a fixed frequency; 1.36v looks too high for a slow 4.2ghz unless it's an older model. Some older 3600s couldn't reach 4.4 while newer ones easily hit 4.6ghz. To check your chip, set allcore ratio to 45 and vcore to 1.4v with LLC off or at its lowest level (max droop). If it works, you likely have a newer CPU and can either overclock for better performance or undervolt for lower power. If not, it’s probably an older processor and staying around 4-4.2ghz is best for efficiency. Edited November 3, 2023 by LogicalDrm

I know the base clock runs at 3.6GHz, but CPUs can lower their speed when not under heavy use. This hasn’t happened before; my 4600g usually stays around 1GHz even in idle. Over the years I’ve worked with Haswell Intel processors, which typically stayed steady at about 1GHz. I understand that choosing High Performance as the power profile in Windows helps maintain Intel CPU boost clocks during idle. It's unclear how this applies to AMD, but it might be worth investigating.

Uses AMD Ryzen Balanced preset. Switching to standard Windows balanced doesn't affect results.

High performance mode significantly impacts Ryzen's performance. Most monitoring tools struggle to detect this behavior due to how Ryzen operates. My Task Manager works reasonably well, but I'm aware it's not accurate either—it tends to idle around 300-400MHz (verified with RM). Only RM correctly interprets Ryzen idle states. Keep in mind your clock speeds are normal, and temperatures remain within acceptable ranges.
