I'm confused. I thought it went into the plug but it looped around the whole connector. My first guess about daisy chaining the RGB was right!

The cap needs to be detachable and can be removed easily. This is the ARGB Lighting Sync cable. I think it should connect to the other fans to manage the RGB lighting on them.
