That black component at the top of the motherboard with openings is likely for cable routing. Running AIO cables through those slots could help organize and manage them effectively.

It's a heat sink for the VRM or power supply for your CPU. You can thread a cable through it; it may become warm, though not hot enough to harm the cables.

You could definitely lay cables through that area. It’s not designed for this, but there’s minimal risk involved. (Except for removing the heatsink.) I’d probably just place them on the side of the board. Better to keep them under the faceplate or heatsink. Aim for a clean look near the motherboard.

The heatsink features only decorative slots. Cutting wires through them isn't advisable due to their sharp edges.
