Edit 2: For serious GTA V fans, consider moving up to an i3 and adding a 380GB RAM system. While it leans more on CPU power, the graphics still matter quite a bit. For GTA games, an i5 with 380GB is a solid setup since GTA relies heavily on VRAM.

Following all my tips might make you look golden. The i5-4440/4460 should work fine. (4570S if you prioritize power costs) An R9 380 would be excellent. I personally prefer MSI, so I’d suggest an MSI OC R9 380.

In GTA you'll enjoy higher performance by keeping things at medium settings, using two times MSAA, but avoid going too far.
