I attempted to push my R5 1600 to its maximum performance and achieved stable operation at 3.925Ghz. The CPU offset is currently set to 0.2, and I couldn't lower it further because the system would crash during Cinebench runs. I'm using an Asus Prime 350 or higher motherboard, which only allows adjusting the CPU voltage option. The voltage reads 1.438V under load with a maximum of 69°C, and around 35°C at idle with 35°C. I'm unsure if this voltage setting is safe.

carefully review the amd specifications for models over 1.35, as they may affect the longevity of the cpu and void the warranty. A recent article by tom discusses these voltage settings.
