Verify Ryzen Master settings for accurate clock speeds. Task manager may not be correct. Ensure power options let the CPU reach 0% usage. Also, look into cooler mount or fan adjustments as recommended. Why can't it hit 49°C? Your air-cooled 7900 stays around 40°C during light use and drops below 70°C at 125W.
