Here are your details: I checked the part at https://pcpartpicker.com/list/d2NL6D. When I power it on, the DRAM LED stays lit for about three seconds before switching to the VGA LED, which is red. Even when I remove my GPU, the same happens. I also tried reseating the GPU and RAM, but the issue persists. Everything appears to be receiving power, including fans for the GPU, CPU cooler, and other components.

The Ryzen 7 7700x requires a separate graphics card to boot. It lacks built-in graphics support. The diagnostic LEDs on the board indicate the stage of the POST process. It’s checking DRAM, it works, then proceeds to VGA and continues based on audio cues. You might initially think this means the GPU is faulty and consider returning it, but I’ve seen similar issues where it was actually a dead CPU. Do you have any spare components for testing? If not, perhaps ask a friend to try it with their hardware. Also verify that your HDMI/DP cable connects to the GPU, not the motherboard—those are on the lower side of the case.

Google believes the 7 7700x includes integrated graphics; I checked multiple DP and the motherboard after removing the GPU, but I’m unsure how to verify if the GPU itself is faulty without extra parts.

Historically, AMD did not feature integrated graphics on most of their desktop processors. It appears this situation has shifted for the 7000 series, which I hadn't noticed before. If you're experiencing issues while booting and the system is stuck on VGA, it might indicate a problem with the processor itself. You could try removing it and inspecting the socket for bent pins. Should the motherboard appear intact, consider filing a return merchandise authorization (RMA) for the CPU.

Attempted reinstalling the CPU and resetting the BIOS, tried using all RAM configurations and without a GPU, but the VGA light remained on. I’m unsure how to proceed further.

I followed your troubleshooting steps carefully. I’d begin by testing different CPU parts. The idea is to see if a VGA POST LED appears with or without a separate GPU. If the GPU isn’t the issue, try swapping the motherboard next. You mentioned buying from Amazon, which usually supports these swaps well. Did you check for bent pins during reassembly?
