This likely won't assist others facing similar problems in the future, as it appears to be a one-time fix. In the image below, my wireless headset USB dongle was connected to this port on my motherboard. Taking it out and placing it elsewhere resolved the issue where my PC wouldn't boot. I'm puzzled about how this worked but it functioned. I'm unsure of the reasoning or purpose, yet it consistently prevents a proper start-up. Every time I need to press the reset button for it to launch. It displays a black screen initially and never reaches the BIOS splash. The only changes I've made are enabling EXPO for my RAM and activating Wake on LAN settings. Specs: Ryzen 7 9800X3D, ASUS Tuf B650E-E WiFi 32GB DDR5, G.Skill FlareX5, Gigabyte RTX 5070 Windforce SFF 3, Corsair RM850e 850W power supply. Updated video:
Bios updated failed. Appears linked to EXPO. Leaving it on for 45 minutes didn't change anything; it stayed stuck on the same screen. Disabling EXPO to 4800MHz resolved the issue.
Yes, you can provide all the details about your PC specifications.
It's odd you're facing the same problem with a nearly identical configuration. The issue seems tied to how Ryzen 7 7800X3D handles memory speeds, especially with the ASRock B850i. The memory speed change after booting might not be a major concern for x3D chips, but it can still affect performance. Double-check your RAM specifications and ensure they match the system requirements.
I also adjusted the BIOS settings after confirming the default configuration. Then I navigated through EXPO and additional options.

It wasn't something I'd encountered before. If it suits you, great! It's a bit unusual. Have fun with your setup!
