Sure, that's correct. You can update the BIOS during installation without needing to reinstall the CPU.

You might need to install the CPU yourself, but you won’t require a pre-built one that comes with the board. You also don’t have to add a GPU—just a motherboard, power supply, possibly the CPU, and RAM.
