Check ASRock's official page for the B450M-HDV R4.0. It mentions compatibility with Ryzen 5000 series CPUs after a BIOS update. Do you currently own the board and have it running smoothly, or are you starting from scratch?

Sure, it's actually using a Ryzen 3 3200G right now.

Bios definitely updated. Please ensure at least one stick of RAM is installed before starting, as dual channel support won’t be available immediately after the BIOS update.

I needed to save a ZIP archive, extract its contents, move the files onto a USB with FAT32 settings, restart with the device connected, enter the BIOS settings, and refresh the BIOS using data from the thumb drive.

Visit the official AMD website for the B450M-HDV R4.0 BIOS at the provided link. Obtain the V4.10 BIOS file and download it. Next, navigate to the BIOS update page on AMD support and follow the steps to install the new version. Ensure you use a FAT32-formatted USB drive to transfer the BIOS from the UEFI interface, as recommended in the guidance.

You have an R4 2.0 model that claims support for Ryzen 5000 series, but it won’t power the GPU fans or respond at all. After resetting the CMOS and trying a single RAM stick, nothing works. When you install a Ryzen 7 2700X, it still doesn’t turn on. Please check the BIOS settings for any restrictions or compatibility issues.
