You're just starting out on the forums and checked for existing solutions. So far, none of your attempts have worked. You've placed the two 16GB sticks in the correct slots and adjusted the BIOS settings to match the 3600MHz profile. However, your system won't boot into Windows. The cursor stays active until you manually restart and enter BIOS to revert changes. After that, it drops back to 2666MHz but functions properly. You're hoping to get the memory to run at its intended speed. If you need to switch to different RAM, it's still within the return period. Let me know if you'd like more tips! I believe you should try booting at 3000, then 3200, and finally 3600 to observe which Windows version fails.

Update your motherboard's BIOS first. Verify the memory is present in its QVL section. If the Patriot memory isn't listed, it doesn't guarantee failure but ensures XMP profiles will function properly without extra adjustments. https://www.asus.com/us/Motherboards/TUF...pDesk_QVL/ Consider raising your DRAM voltage slightly from the default unless you're certain.
