I possess the following components: AsRock X670E Steel Legend AMD Ryzen 7 7700x (also AMD Ryzen 5 7600), G.Skill Flare X5 Series 32GB (2x16GB) DDR5/5200 memory (not listed in the memory QVL), 2xSolidigm P44 Pro 1TB M.2, Noctua NH-U12S CPU cooler, Seasonic Vertex GX-1000 power supply. The system is inactive. PSC LEDs illuminate the CPU indicator, and the DRAM LED flashes intermittently. I have tested both memory sticks individually and separately. A second CPU (Ryzen 5 7600) was installed, and the BIOS was updated to version 1.24 via BIOS flashback. The memory isn’t in the AsRock QVL, though some is present in the QVL. Any alternative suggestions would be appreciated. Thank you for your help.

Check the associated fault code for POST issues. If it appears to be a CPU-related code, consider reseating the CPU and cooler, as well as testing the RAM. Looking into the QVL list memory may also help.

This motherboard lacks an LED code display. It features four LEDs known as a PSC (Post Status Checker). These include CPU DRAM, VGA, and Boot LEDs. The CPU LED is solid, while the DRAM light is flickering. After testing multiple motherboards and processors, I've repositioned the CPU several times. I do have QVL memory installed. However, the LED on the CPU is still a concern. Thanks.

It ultimately became the memory. Inserted the QVL memory, and it started booting into BIOS immediately. A single tweak to the XMP profile made it operate at DDR5/6200 CORSAIR DOMINATOR PLATINUM RGB DDR5 RAM 32GB (2x16GB) 6200MHz CL36 Intel XMP.
