780TI is roughly the same as 970, but if my 780TI in SLI isn't performing well, I don't expect others to match my results. 970 is also a fairly new card! It's really disappointing. I can play MGS: Phantom Pain 4K on ultra settings, but I think The Division isn't optimized very well at all.
The game definitely gets quite challenging sometimes. With a 980 rating and a resolution of 1920x1080, it keeps 60 frames per second most of the time. However, in certain open sections it can drop to around 40 fps or lower. A lot of lighting, fog, and particle effects in those areas really strain the GPU. Since you're playing at a much higher resolution—even with SLI 780s—I understand why your frame rates are what they are.
Uhhh nope. I hate Ubisoft, but Snowdrop is an amazing engine. Looks great and can be scaled to run on a variety of GPUs in different performance brackets. If you think mgs5 looks even half as good as the division, you need glasses. You're grossly overestimating what your cards are actually capabke of.

Several tests highlight performance trends, especially at higher resolutions. While I haven’t played The Division myself, the numbers suggest your SLI 780 Ti might be underperforming. Around 60% GPU usage is quite low and could point to optimization challenges on the top end. I’m not sure what fixes would work best.
