Just happened on that page https://ibb.co/pv0T5Y6 – no thermal pad at all.
Everything has paste, and without seeing the cold plate it seems they all had sufficient paste along with proper contact. Could there be an issue beyond what you assumed about pads versus paste? Also, could you share photos instead of a shortened link? I was a bit unsure about clicking that.
