It clearly shows the USB logo. It seems they probably chose this design specifically for the legacy USB 2.0 connections. I think they might have missed an opportunity to keep the standard text near those older ports.

The plus symbol isn't included in the official logo, correct. And generally it's used by makers to indicate an extra function, though it could mean anything—check the manual for details.

It seems like there should be a consistent standard for USB ports that keep high current when the computer is off—this tiny one definitely stands out. The board I own is orange, probably to indicate it. In the end, a minus sign might not be necessary if you have to look up the manual to understand its purpose.
