I have a msi h1101 pro ac 800 watts power and water cooling cant get the multilier to change past 40x in bios oc screen or intel extreme overclock utility is there something to unlock somewhere?

The motherboard doesn't allow CPU overclocking. To achieve overclocking for the 6700k, you need a Z170 or Z270 board. The H110 is a basic model that wasn't designed for this purpose, which is why those choices either fail or aren't available.

Likely exchanges its BIOS with a Z board. Z boards are used for overclocking, while B & H boards are not.
