Hi, I noticed something unusual with the RAM. The pictures showed heat spreaders, but in reality there were just stickers. We tried installing it on the motherboard box to test, used a screw to power it on, and it managed to POST, though it kept showing up on the BIOS splash screen with instructions. It stuck there when we entered BIOS settings, and nothing happened—no boot from SSD, no matter what. We tried one stick at a time, moved them around, and still faced the same problem. The CMOS battery was re-seated but didn’t help. Even using a different power supply didn’t change anything. I’ve also checked with another computer that had a 600W PSU, but it didn’t make a difference. I’m running out of ideas and want to figure out what’s going on.
I mentioned replacing the CMOS battery, but just to confirm, you should disconnect the power supply from the wall, take out the battery, let it sit briefly, then put it back in and see if it starts up properly. Have you done that yet?
I disconnected the power, removed it, checked for plastic, and reinstalled it. I’ll leave it out for a while.
During another attempt to boot, the system confirmed default settings were applied. Please disconnect any non-essential peripherals such as extra PCIe cards, SSDs, hard drives, and nearly all RAM modules. If the CMOS reset fails, the next step will involve removing the CPUs from both units and swapping them to identify whether the issue lies with the board or the processor.
It took a lot longer to upload. I had to move around the table to check the screen, which made me wonder if anything appeared in between. I only have a GPU, keyboard, mouse, and one SSD. I plan to disconnect the SSD and mouse, then swap one of them into the B2 slot as suggested by the manual. Removing my computer from under the desk is quite difficult. I’m hoping it won’t be needed. Still, I’ll have to do it at the end of next week—or sometime the following week, once the parts arrive—to upgrade my RAM from 2133MHz to 3200MHz.
Have you experimented with various USB ports for the keyboard? Do you have an outdated PS/2 keyboard that could be repurposed? It seems unlikely the CPU or RAM would be the cause. I wouldn't expect it to start up at all if either of those were problematic.
Also, the green Q-LED on top suggests the CPU and RAM are likely fine.

Edit: Q-LED changed to Green
I support this diagnosis, actually considering a different keyboard never occurred to me. Great job. PS/2 could be out of the picture, since I'm using the X370 model and it lacks a PS/2 connection.
Additionally, when resetting CMOS, many people wonder why they recommend removing the battery. Most motherboards offer simpler methods for this task, including yours. Photo captured in the ROG_STRIX_X470-F_GAMING guide.
