I own a Dell Xps 8700 with 12GB RAM and an i7-4790k processor. The GPU is a GTX 470, which I installed later. The power supply is rated at 500 watts. When connected, the amber light on the motherboard lights up (showing the 5V rail is active), but pressing the power button doesn’t trigger any response. The power button never changes color. Pressing the diagnostic button on the PSU causes all fans—PC case, GPU, and CPU—to spin up to full speed, yet nothing else occurs. Once I release the button, the fans shut off. Please assist me; I was thinking of using this PC as a NAS and backup system if my primary machine fails.

I didn't try to short the power button pins, but it didn't work.

Did you really locate a 24-pin connector? Dell and HP don’t use standard parts, so it’s more like a faulty anchor when it fails. Unless you have a matching system, you might be able to find replacements.
