A CPU paired with an Intel HD4400 integrated GPU could manage 4K media playback using VLC. You don’t need 60Hz for desktop tasks, so HDMI 1.4 should work fine. Regarding the 4400’s video capabilities, it supports H.264 and H.265 at 4K resolution, so it should handle those formats.

It varies. Previously it worked smoothly, but it also relies on your CPU capacity if it can manage Blu-ray 4K files. Actually, that’s not a big issue because 4K Blu-ray DRM won’t let you play them in quality higher than 1080p.

Relies more on the CPU than the built-in graphics since the CPU controls the performance of the integrated graphics.

I don't agree with that assessment. The top mobile CPU using the HD 4400 appears to be the i7 4510U—a 2 core/4 thread low TDP mobile processor. My laptop runs an i5 3320M, making it roughly comparable (likely slightly better) and the integrated graphics are a bit less powerful. Generally, it struggles to handle even 1440p YouTube videos smoothly. I question whether the 4510U could perform better with 4K resolution. The best desktop CPU seems to be the i3 4170, another dual-core/threaded model that isn’t constrained by power limits like mobile options. I’d lean toward a "maybe" for its 4K capability, but doubt it would succeed.

Once it froze, the progress bar remained active while audio continued, but the video became stuck on a single frame for over 30 seconds. CPU usage reached maximum levels. It seems even modern Intel processors with updated chips struggle to handle such demanding video quality.

From all your responses, it seems you won't be able to proceed. You might need to adjust the TV's display settings to 1080p or purchase a dedicated GPU such as the GT 1030. Thanks everyone!
