Does the NZXT N7 Z590 support good IOMMU groups? You're planning to host multiple virtual machines with at least two graphics cards, including a 2060 and an RX580, and the CPU will have its own VGA. Details are available on their product page and manual.

Looking for a suitable platform? There are options available for Intel non-Xeon CPUs, especially the i7 and i9 lines, tailored for virtual machines and Plex setups.
