It likely relies on the Windows Filtering Platform (WFP), an internal API. In theory, Windows can bypass it because ultimately it's the OS that enforces it. Third-party tools probably just wrap a built-in firewall in a user interface. If you're not confident in them, consider a dedicated firewall on a separate device acting as a router. Using a Pi-Hole could also work well by blocking specific domains from DNS resolution, especially if they don't use hard-coded IP addresses.

Whitelist is applied exclusively in safe mode. When using a custom mode, you control everything. However, you might not always be able to detect processes that seem to "call home" effortlessly. This could lead to blocked updates or other issues.
