It's an older 4th generation Lenovo Think Centre desktop equipped with an i7 processor. The fans begin spinning rapidly when I connect it, but they slow down once I press the power button. When I turn it off, the fans run at full speed and function properly. After attempting a CMOS reset, nothing changed. I also discovered I can't enter BIOS settings. Could this be due to a severe corrupted BIOS, or is there another issue?

It's hard to be certain, but the system seems to be functioning properly (except for the fans). You should inspect the fan connections. If they're plugged directly into the motherboard via headers, you won't be able to fix them. If they use USB, SATA, or Molex connectors, you might trace the issue to the power supply and confirm they're not connected to the +5VSB line instead of the standard +5V. The +5VSB line operates even when the computer is off, though it has less power. You can also verify if Fast Boot is turned off in Windows and look for any sleep or standby settings that keep the fans running.
