I’d say there’s no point in thinking it’s an illegal change. If it is altered, that doesn’t break the law. They might cancel your warranty, but that’s not a criminal act. Second, let them know you’d like it returned if they don’t act. They can’t just leave it. In extreme cases, report it to the authorities—it would be considered fraud if they take it without giving it back. Even paying for return shipping is preferable to losing it entirely.

Are you certain it was sent to Intel? It might seem odd, but you could have replaced it with an Intel copy or a fake offer.

They stated clearly that they wouldn’t permit you to retrieve your processor because of an "illegal modification." If every response you receive confirms Intel retains your CPU, there’s no official support available through the forum. You’d have to consider legal steps or purchase a replacement chip.

Intel might have made that choice for reasons unknown, but it seems their support could be lacking. It’s wise to verify the email and the contact person before trusting them fully.

It seems there was a misalignment. I noticed the IHS plate shifted slightly when it was secured. Typically, the plate sits a bit off, but this one was closer to the edge. A long tail indicates a delamination issue. The warranty is canceled. You should ask for the modified CPU to be returned, which is likely the best option.
