I wouldn't keep the card if it doesn't work as expected right out of the box. Underclocking is a valid reason for returning it. The card is designed to target specific frequencies, and failing to do so could lead to a return. My main concern is that it crashes during gameplay instead of benchmarks. I’d still choose to return it and get a different model from another brand if possible. I’m unsure about the return policy since I don’t know where it was purchased, but many stores allow 30-day returns. If not, you might need to use an RMA with MSI.

The game bar doesn't allow toggling specific Steam titles, so it seems they're treated as regular games. This might be contributing to the issues you're experiencing. It’s helpful you have a two-year warranty. Yet I’m uncertain if it’s wise to wait before sending it back. The 4090 Ti or Ada Titan could be delayed or unavailable for a while; AMD doesn’t seem to have another offering soon, and NVIDIA isn’t pushing a launch on such a model. The pricing situation is unusual. Without a different machine to test the card, it’s tough to pinpoint what might trigger crashes in games. Clearing both Windows 11 and Windows 10 installations could help remove any influence from the OS. Still, I think the 7000X3D chips tend to run better with Windows 11. It might point to a CPU problem rather than an OS issue. Given that the 7000X3D chips are newer, this could be a bug. Previously, some Ryzen processors generated WHEA errors, leading to various glitches. This situation is rare, so identifying the root cause may take time. You might try disabling the CCD without the V-Cache and testing it as if it were a 7800X3D. Switching to the version without V-Cache could reveal whether the issue lies with one unit. For WHEA-related CPUs, many customers opt for an RMA, replacement, or exchange.

I considered turning off the CCD to check performance, but discovered via others' experiments it actually hurt performance. I wasn't sure any one CCD was responsible. Now I plan to find a way to disable it in BIOS and try it out.
