I had installed both Ubuntu and Windows, the storage was functioning properly. I attempted to connect to my HDD via Windows, which didn’t work, and when using Ubuntu it displayed an empty disc. After reformatting everything and switching to Pop-OS, the issue persisted. I ended up erasing both systems and tried to retrieve files again. The disk details show a large size but no usable data.

Confirming your steps: you created an SSD with OS files, then reinstalled PopOS. Now you're trying to read from the HDD without formatting it. Are you aware of the file system used on that drive?

Windows natively can't reach Linux file systems. Several options exist, but the simplest is installing WSL via Microsoft.

NTFS and fat are Windows-style partitions. The typical Linux format is ext4, though alternatives like btfs, ext2, and ext3 also exist

Try restarting to Windows and allow CHKDSK to check the disk. If files are reachable through the terminal, move the essential data to another storage before proceeding. This helps ensure everything is secure.
