I just checked my hard drive and found all these files. It looks like they might be from when I installed Gears of War 4 but didn’t save it properly. I’m not sure if they’re safe to delete or if they’re important—this folder isn’t on my main OS drive and no other programs are installed there. The red squares are personal files I blocked using a special tool.

They don’t appear to be system files, so you’re free to proceed. Restoring the Recycling Bin files is definitely an option.

It seems there are leftover game files. You might attempt to execute install.exe to check for an uninstall feature, or simply remove them if that’s not possible.

EULA refers to the End User License Agreement, and the install.res files are dynamic components. These are probably remnants left over from the game installation process.

These files are part of the Microsoft Visual C Runtime Redistributables, and you can remove them without issues. Gears of War is located in the WpSystem directory.

You can easily get the Visual C Runtime Libraries without any issues. They're accessible online for free.
