The 1050ti is the issue here. You can assign as much RAM as needed to an application, but if your GPU isn't sending enough data to the CPU, the memory won't be used effectively. My 1070 and 6600k running at 4.5GHz can handle it smoothly in most cases... I've seen it use more than 16GB of RAM in demanding scenes with heavy shadows.

Overclocking could work depending on your goals and system. It might boost performance but can also increase heat and stress on components.

It won't significantly improve performance with a mid-tier card. Expect around 30fps at best, not the smooth 60fps you're aiming for.

yeah, havent updated it yet xD, i have the 5zigs mod with it... and gammabright... If i do update it, i have to link it to forge then link forge to liteloader!!
