When testing benchmarks or playing games, my CPU clock drops to 2.9 - 3.5 GHz even though I set them at 4.0. I've used CInebench r20 and received a score of 1638. Others with steady clock speeds of 4.0 report over 3000 with their I7-9750h. I'm applying undervoltage via ThrottleStop with these settings: Laptop - Legion Y740 (RTX 2060, I7 9750h, 2x8 GB RAM), and MSI afterburner adjusted GPU core clock +125 and memory +300.
This appears to be a power constraint problem. I’m not used to the software you’re working with, but from what you’ve said it seems like the processor switches to low-power mode and slows down as intended.
It reaches very high temperatures and may exceed power limits during the R20 phase.
